Two geographies sit side by side. Texas has a decade of public construction, liens, workforce counts, and coastal friction. Louisiana has an announced-scale land conversation (~136,000 acres near Pecan Island / Freshwater City), a 2026 aerospace incentive package, and a coastal floodplain that rewrites almost every camp and materials package.
Where public data is thin, the wiki says unknown or planning assumption. The “7,000+ laborers” figure is treated as a planning envelope for brainstorming, not a confirmed SpaceX Louisiana headcount.

What construction required in South Texas #
Starbase (Boca Chica / Cameron County) is the only full-scale public analogue for Starship industrial buildout. Treat it as a requirements catalogue, not a copy-paste playbook for Louisiana marsh.

Foundational civil lesson: soft ground first
Before pad steel mattered, dirt did. Public histories of the site describe multi-year soil surcharging — on the order of 310,000 cubic yards of material trucked in during the mid-2010s — because coastal soils would not carry industrial loads without stabilization. That single fact predicts entire vendor classes: earthwork primes, aggregate suppliers, geotechnical labs, pile crews, and temporary haul roads.

SpaceX densified a tiny coastal village and leaned on a mid-size city (Brownsville) for the rest — then started building the missing town. Louisiana’s Vermilion strip does not have a Brownsville 20 minutes away.

A lien means someone claims they were not paid for work or materials that improved the property. Totals in press moved over time (e.g. ~$2.5M surveys in mid-2024; higher aggregates later). Many claims settle or release. Use names as ecosystem evidence, not a blacklist or an award sheet.

Starship infrastructure is a concrete and earthworks machine with stainless and cryogenics on top.

Planning assumption This chapter treats “7,000+ laborers” as a brainstorm ceiling for peak construction + concurrent operations + camp support — not a published SpaceX Louisiana staffing plan.
Calibration against Texas
- TX public on-site employees/contractors: order of ~3,400 in mid-2020s messaging.
- TX peak construction waves historically stacked GCs, trades, and SpaceX staff on top of each other during pad and factory surges.

Beds, meals, laundry, trash — back-of-envelope
- Beds: if 50–70% of a 7k peak needs camp beds (rest commute), that is ~3,500–5,000 beds — a full industrial man-camp, possibly multi-village, elevated modules, or barge-adjacent housing.
- Meals: 2–3 meals × beds ≈ 7,000–15,000 covers/day at peak. Industrial catering, not food trucks alone.
- Laundry: linens + workwear for thousands is a plant, not a laundromat. Oilfield laundry vendors already bid this product on the Gulf Coast.

Does SpaceX do RFPs? #
Yes — but not like a public “open RFP on the parish website.” Treat SpaceX as a private industrial buyer with a formal supplier path, not a city or DOT sealed-bid shop.
SpaceX uses RFIs/RFPs when it helps compare scope and price. It also skips the beauty contest when schedule is king. Your workflow must handle both — and often you win by selling to a prime, not only to SpaceX.

SpaceX — Becoming a supplier. Sourcing job descriptions that mention RFI/RFP execution are a secondary public signal that formal bid events exist inside the company, even when individual solicitations are not public.

After the TX lien cycle: factoring, joint-check agreements, escrowed pay for materials — sell survival, not heroics.
Stage-zero camp (first 18 months)
300–800 beds only for survey, dirt, early pad while the big village is permitted — first-mover cash before any 7k peak.

- Watch: Vermilion land close, LED comment, USACE/CUP notices, SpaceX careers for Starship Infrastructure / Sourcing, parish road permits, Port of Iberia chatter.
- Talk to: earthwork GCs, ready-mix, barge lines, camp operators before SpaceX is public.
- Build a pre-priced rate card: bed-day, meal, laundry lb, ton of limestone delivered, cy of concrete, bus-day, porta-john-week — with storm demob adders.

- Lien waivers only against cleared funds.
- Price a working-capital buffer; do not win a job you cannot float for 60–120 days.
Phase 4 — Execute / expand
- Nail a first small package (e.g. 200 beds or temp-road rock).
- Use performance to pull adjacent packages (food → laundry → waste).
- Keep a sub shortlist so you can scale toward a multi-thousand peak without hiring the planet on day one.
Will there be a public RFP for everything? Unlikely — expect a mix of portal RFPs, invited bids, and negotiated POs.
Should we only chase SpaceX? No. In TX, a huge share of public names are subs under someone else’s contract.
Is 7,000 real? Still a planning envelope — bid modular capacity.

SpaceX does use RFI/RFP processes and a supplier portal, but Starbase-class site construction and life support often run as private, schedule-driven awards through primes. The winning move in Louisiana is being already-vetted capacity when the first PO for dirt, beds, or rock hits the desk — not waiting for a public laundry RFP.

Hurricane continuity for camps & supply #
On the Vermilion coast, storm plans are part of the base bid — not a safety binder appendix.
- Evacuation triggers: who orders camp empty; bus contracts; inland hotel overflow in Lafayette / Lake Charles / Baton Rouge.
- Demount vs defend: which modules leave, which flood-tolerate, which critical systems elevate.
- Supply: pre-storm food, water, fuel, medical; post-storm ice, generators, debris removal.
- Concrete & batch plants: secure or demobilize; protect admixtures; restart QA after outages.
- Aggregate stockpiles: prevent washout into wetlands (environmental liability).
- Payroll & re-entry: keep the labor force from permanently scattering after a two-week outage.
- Insurance & contract force majeure: align owner, primes, and life-support vendors before award.
Texas Starbase also sits in hurricane country a few feet above sea level. Louisiana’s thicker marsh, lower surrounding infrastructure density, and single thin road spines raise the cost of being wrong about continuity.
River, GIWW, ports, roads #
- Gulf Intracoastal Waterway: the industrial artery for barge cargo along the LA coast — featured in NOLA.com expert commentary as a SpaceX advantage.
- Port of Iberia: fabrication and heavy industry access called out by aerospace analysts in press.
- Hwy 82 corridor: primary land access to Pecan Island / Freshwater City area — capacity and storm damage risk constrain trucking.
- Inland high ground: expect laydown yards and overflow housing north of the marsh edge (Kaplan / Abbeville / Erath / Lafayette corridors) even if the pad is coastal.
- Methane / industrial fuels: regional midstream adjacency is part of the siting pitch — process mechanical packages will interface with existing energy logistics culture.
